Yes. The strip has clearly marked cut points along its length. Cut only on those marks with scissors, and the remaining section will continue to work normally. Use a small piece of electrical tape to seal the cut end if you mount it in a dusty area.

The battery box and USB port are independent inputs. To run on batteries, simply leave the USB cable unplugged and insert 4 AA batteries. To run on USB, disconnect the battery box from the strip and connect any standard USB power source instead.
